A house under construction is not covered by an ordinary house policy. The building work needs its own cover until it is finished.

Cover for building work is called contract works. It covers the work itself while it is going up, including materials on site.
Who arranges it depends on your build contract. Sometimes the builder holds it, sometimes the owner does. It is worth checking rather than assuming, because both parties assuming the other has it is a common gap.
Once the house is finished and signed off, an ordinary house policy takes over.
